Can the front sight be adjusted on my puma m92 with 24 inch octagon barrel? It looks like it might if I hit it with a soft mallet?

If it's dovetailed into the barrel, yes it can be moved to one side or the other.
However, I'd suggest centering the front sight and adjusting the windage with the rear sight. This has always worked for me.

I have the original rear sights on, and they do not seem to be windage adjustable. I thought just hitting the front sight to one side would be simpler.

Thanks, that's kind of why I did that. The owners manual that came with mine was kind of pathetic too.
