How can I use a low power scope on my Ruger #1 without seeing the end of the barrel in half the scope? Is there a way besides mounting the scope super high? Any special types of scopes or brands?

What you are seeing is a function of the size of the field of view of your particular scope.
As a rule of thumb, Low power=wide field of view
High power=narrow field of view.
So, as long as you use a low power scope (wide field of view), you're gonna see the end of the barrel. If you have a low power variable, like a 1x4, take a look at low power, then crank it up and look again- you'll see less barrel at highest power.
Seeing the barrel does zero harm. My advice: get used to it. It's a function of the type of scope you've chosen. I have a 1.5x5 on my #1, I can see plenty of barrel, doesn't hurt a thing.
BTW, higher mounts might reduce the amount of barrel showing slightly, but they'd be more awkward, and uglier, too. Now worth the effort, IMO.

Don't worry about it. I can see the front sight of my Mark X when I have the scope down on 1.5 power.... it mostly disappears up around 5x.
If you concentrate on the crosshairs and the target, you won't be seeing the barrel, anyway. My old Redfield Widefield 1.75x6 shows the front sight and part of the barrel on my Marlin lever gun. When concentrating on the sight picture the sight and barrel seem to go away.
