I'd vote for Wipe-Out Bore Foam, myself.
Of the two you mention, I've had better luck with Hoppes. That is only with the standard bore cleaners though, not the specialty copper items...I've not tried the Outers product.

For overall use I just love Hoppes. It will not harm any finish and actually has enough lubricant where I use very little oil on parts I can get to and clean with Hoppes. If I want to remove copper I use Sweats but for everything else I am a Hopes man all the way. I have found you have to be dilligent in getting all substances out of the chamber of your rifle, especially if extraction has been a problem. If the chamber is rough or tight and you leave something in there extraction can become a problem. Hoppes is a known offender in that aspect.
Wipe Out is on my list of things to try.
My favorite cleaner and oil is Montana Extreme, when I can get it. For a friendly jacketed firing rifle bore cleaner it is great. Itis as good as Sweats but has a lubricant to protect and keep things from happening in your bore while you are not cleaning or shooting. If you have a favorite gun shop, get them to try some of the stuff. It is fantastic and the oil is perfect for gun use.
I know I sound like an add, but I have been that pleased with it.
