I now have a 1894P, but the foreend is loose.The screws are as tight as they will go- any ideas on how to fix it?

If by loose you mean that the wood is free to move slightly, either endwise or to rotate very slightly, that isn't a bad thing. This keeps the forend from exerting pressure on the barrel and magazine which can effect accuracy in several ways. It's nothing to worry about and is frequently done deliberately for the reason above.
