I have a 3 x9 Redfield scope and the 3x9 ring turns but it is out of focus. The ocular/focus ring does not want to turn or move. Any lubricant (I was told never to spray WD 40) that could be used spray to work the adjustment to get it to move? Also does anyone have any recommendations about a tool to use to hold the scope down and apply some force to get it to move? pliers- not sure that is what I want??? Any help from scope experts is greatly appreciated. thanks

Mark it up to the 1002nd use for duct tape.
Would wrap the scope tube JUST AHEAD of the occular ring with duct tape until it's a good comforatable easy to grab diameter. Then Wrap the occular housing. Want the two wappings to be as close together as possible.
One or two drops of peletrating oil won't hurt a thing. kust apply it directly to the threads on that lcking ring....let it sit for a cuple of hours.
Grab the two tape sections, and twist...kind of like wringing a snake's neck.
With the good firm grip of the tap, and the oil, it should move. When it does, unwrap the tape and clean ff the sticky residue...scope tube should be unscratched.

Welcome to the forum B. Rules are simple, be nice and join in.
Best I can say is use a small band wrench. The band should avoid scratching the scope. You can use a piece of leather belt and a short piece of one by two to make your own band wrench. I've done this with several sticky oculars. Bottom line is if you can't free it up this way and you've any real investment in this scope you may have to have a scope repair outfit look at it.
As far as holding it I've put the rifle in a vice (protective jaws in vice) and make sure the scope rings are tight. Try working it back and forth by hand first. Any type of pliers may scratch the scope or with to much pressure crush it.

I had a similar problem with an old Redfield 6-18x target scope from around the late 60s early 70s. The ocular adjustment would not move so I put more hand force on it and evidently stripped a retaining screw in it. Fortunately this was in the 90s and I sent it back to Redfield and they completely reworked the scope for free. It was as good as new. I think Meade bought Redfield now and I don't know if you can get it under their old lifetime warranty. Be careful not to put too much pressure on it or you will strip the screw out. You might call Redfield and see if they can fix it if it will not loosen with a light penetrating oil(try Break Free).

Thanks for all of your replies, they are greatly appreciated. I will try them. Just a note for others. Iron Sights in Tulsa will repair the scope. They have taken over the repair of older Redfield scopes. You have to mail it to them and they say they have a 6 month waiting period. They will not take walkins.
