I am in the process of buying my son a handgun to carry when in the woods. He lives in Or. and I am wondering if there are any barrel length limitations or caliber limitations should he choose to hunt with it?

Here is a link to ODFW's web site. Lots of pdf files and regulations. The information you desire is in one of them. I no longer hunt, just fly fish. The fishing regs are a tough read, each section of Oregon and each river has different regs.

Looks like as long as it's larger than .24 caliber, there is no restriction on barrel length.
