I suppose anything could be done if money was no object but why waste the time on a $100 firearm when others are out there already. PSL semi-auto in 54R or Sagia semi-auto in 308 are available already with high capacity magazines (PSL-10rds & Saiga 308-20rds) with about the same degree of accuracy.
Because of the design--M91/30, M38, M44--it might also be impossible.
Am unaware of any magazines for these Russian rifles other than the standard 5 round one. You would have to swap out the entire magazine/trigger guard housing to do it.

Why a high capacity mag? Stripper clips are very fast for reloading and very cheap. It is not like modifying a Saiga to hold standard 30 round AK mags. There is no real benefit. Jim
