From where is the lenth measured on a shotgun barrel? Is it from the rear of the chamber or from the front?

Yup, that's the way oneshot. If your planning on making it shorter I'd suggest at least 18 and a half inches as the shortest you go.

All guns except revolvers measure the same way - from the back of the breech to the tip of the barrel, which includes the length of the cartridge case / hull.
For revolvers, open the cylinder, and measure the barrel only, without the case.

Yes, unless you have a tax stamp from the Feds and whatever local approval you need for a short-barreled shotgun.

18" minimum is Federal,some states have longer requirements.....
It might have no bearing on what you're doing, but If you're modifying a gun, don't forget the 26" minimum overall length.(Federal law). At least one State (maybe others) has a MOAL of 30", so check your State's laws.
