I'm interested in cutting a 7mm-08 rifle barrel to the legal minimum. The reasons are hunting from a pop up blind and ease of packing. Any thoughts as to reduction of mpbr or other issues?

Other than being horribly loud, no, should still be an effective hunting rifle. You'll lose some velocity of course.

I ALWAYS wear electronic muffs. I wouldn't have thought the little 08 would be that loud. Something to consider...

Like mike said it'll be loud. I think I'd stop at 16.5 inches for legal reasons. You can do it yourself, just be sure and do a good straight job and crown the barrel. Brownell's has piloted recrowing tools that do a good job and you can buy other pilots for different calibers if you ever need to recrown other barrels.
It's pretty easy to mess up a crown and being able to fix one at home saves a bunch of money taking it to a smith.

I have several weapons that had the bbl chopped. Even a T/C Omega ML. This,for hunting the very thick river swamps in NW Fla.
I have never done any of the weapons myself. I would say that you would have to be "tooled up" for that endevor.
All of the weapons that I have had chopped are louder,with less velocity. But none of them have lost their accuracy. They all have their place in my inventory. I absolutely love the short,compact,little guns. Including my .45-70's,.444Marlin,Ruger Red Lable,and my T/C Contender's. I have no regrets. -----pruhdlr
