The lee seater plug has so much play, it does not do a good job of seating the bullet straight for me either. I switched to an RCBS which worked a little better. Then I called Hornady and asked about their 30 lugar seating die. They said it would work fine for 7.62x25, since the neck and shoulder are very similar. I bought one and it works very well. It has a sliding alignment sleeve for great bullet/neck alignment.

You can also try starting with a Lyman type M or a Redding expander. These bell the case mouth, but form a straight expanded section first, which starts the bullets in straighter.

You can call Lee and complain. They will likely try to fix it. You may have to send them some cases and a few samples of the bullet you are using. IME, the only way to get stubby handgun bullets seated true are to use a sliding sleeve seater, as Andy suggested (also made by Redding and Forster) or to machine the seating die to fit your particular bullet. You can sometimes get an existing seater nose die to work by using JB Weld or Brownells Steel Bed or Devcon liquid steel to mold the cavity to fit your bullets. Much bother, in either case.

If you go to Lee's website you can download the instructions for your dies. You really need to follow those instructions to make quality loads and avoid the problems your having. I load a dozen handgun cartridges with the Lee dies and they work fine.

Here's the link that will get your there.
