What steps are involved in necking down a straight walled case ??
I have worked brass for few wildcats like the 338-284, that were necked up and/or necked down and its pretty simple, but those were always on existing bottleneck cartriges.
I am having problems finding info on starting from a straight walled case, IE like you would form a 308 barnes or something like that.

A form trim die makes the problem pretty easy.
About midway down there is a picture

Welcome to the forum tammons. Rules are simple, be nice and join in.
Slim hit the nail on the head. Case forming dies are available from C&H and RCBS. Some of them can be pricy though.

Check these out....bottom of the page...the only cases it can't handle are the ultramag sized cases.

A little manipulation of some standard dies can also produce some very good results.

Go to this site and look at some of "his" cartridges. He advocates using the 444 Marlin cartridge and making bottle neck cases for several different calibers. He outlines the steps to go through to make the newly formed case. It's a pretty good read.
