Is it legal to deer hunt with a smokeless powder muzzleloading rifle in the state of illinois?

Give your fish and game a call, I'd bet they would be able to tell you. In my state you can't. In fact you can't even used the palletized powder, it has to be loose powder or black powder substitute for the muzzle loading season.

Illlinoise may have the hunting regs online where you can just look them up online.

on the info sheet i received with my 2007 deer permit, modern smokeless powders(nitrocellulose-based) are an approved blackpowder substitute only in muzzleloading firearmsthat arespecifically designed for there use, sooooo guess its legal
