ive nevr gotten into target scopes, but mine has the wind. and elev. turrets, i noticed more horizontal lines and the numbers 1-5 , under the turret grip, the part you turn to adjust, but it doesnt move up or down just turns, and u can loosen the allan screw to zero it or take it completley off. but it wont adjust, so can anone tell me wat those tiny lines are for, here is a really blurry picture and i drew on what the lines look like, but the black part doesnt move vertically, except to come completely off

First;are you looking into the scope,to see a movement of the line?
Quality scopes do not move the aimpoint to the edge of the lens.
Shoot it,or get a borescope to check the reticle movement.
Thee borescope will display the "center".If you cannot adjust your reticle to this point, the scope is not working right.

Sorry sir,not really sure what you mean but guessing would say that with each complete revolution(maybe even two or more) the bottom of the turnable turret lines up with the horizonal line. Kinda like a micrometer, which it really is.
This is just a guess. Better pic would help. -----pruhdlr
