.
It is most likely an inspectors stamp. Exactly where is it and how large are the letters? Pictures would help, too.

thanks JB, tHE STAMP IS ON THE FLAT SURFACE JUST BENEATH THE SERIAL NUMBER AHEAD OF THE LEVER PLATE. THE LETTERS LOOK LIKE THEY MAY HAVE BEEN INDIVIDUALLY STAMPED BECAUSE THE H IS NOT QUITE IN LINE WITH THE OTHER TWO, ALL CAPS "MHR" SLIGHTLY LARGER THAN THE SERIAL NUMBERS. THE GUN IS AN 1897 MADE PIECE. I TOOK A PIC BUT i DON'T HAVE A URL TO ATTACH IT TO. THANKS FOR ANY HELP YOU CAN OFFER. RAZOR

That does not sound like anything that Winchester may have done. I suspect that it is something applied by one of it's owners. Also could be an agency or ranch stamp. Sorry, I don't have an answer.
