If I remember right, 25 posts, and 1 month is the trigger for being able to use the Trading Post. It's explained somewhere here.

An inconvenience for new members, but needed to keep the spammers out and those that only join to post things for sale. Figure if folks stick around for a time period and required number of posts, they are members and not just opportunists.
