Where in the user profile can I insert a .jpg picture to show with my login?

Click on the UserCP button at the left end of the medium blue toolbar just under the lighter blue one that has the thread location on the left and the "Welcome 2shotal" on the right. Once you are in UserCP (user control panel), on the left side is a menu item that says "Edit Avatar". Click on that. It gives you a window that allows avatars to be chosen or uploaded.
If you upload your own, please try not to make it too large. That makes reading difficult and uses up download bandwidth when people read the posts. Keep it to about 72 pixels square if you can? Slightly larger is OK, but make your best effort there. My own is 50 pixels square, to give that gives you some idea of what that looks like. The Microsoft Office Picture Manager has an edit option that lets you resize a picture if you open the image with that? There is a maximum size of about 195 kb for the image.
Generally, .gif images give you the most image for the least size. They also save on bandwidth, so I would save your picture as .gif if the conversion doesn't spoil it. Simple converters going from .jpg to .gif will make the .gif with hard gradients where the color depth changes by one bit, and it winds up looking like a funky topographical map. Good converters, like Adobe Photoshop will dither the hard edges out and give you a good looking .gif translation.
I'll move this thread over to the technical problems forum. It's not a problem, per se, but I think I will ask Mike if he is interested in changing the name to "Board Technical Q&A" or some other such more general name. It would be nice if there is one place to look for technical answers.

Thank you Unclenick - my problem is that in my UserCP, I do not have the Edit Avatar showing at all. Is this something that I as a user can fix, or is it a functionality that only the administrators can activate?

Signature should not affect the avatar. There is at least one function, posting the Trading Post forum, that you can't access until you've had 25 posts and membership for more than a certain period of time. I'm wondering if a similar limitation could be affecting avatar permission? Looking at your profile from the moderator's control panel, I see the normal avatar control.
If push comes to shove, you can put your avatar image file up on a file hosting site and I can insert it for you, but you'd want to be able to change it for yourself. Let me check with Mike and the other moderators about permission limitations. I don't recall anything about one like this?

Yep. It's a post limit thing. Fellow moderator Jack Monteith says he tracked it for another member. It turns out that your status on the board changes from "Registered User" to "Beartooth Regular" at 25 posts and the avatar control doesn't appear until then. Jack says the user he got the information for actually couldn't get it to accept his avatar until he'd made 27 posts, even though the control appeared (if I understood Jack correctly). He's not clear why? I will speculate it took the board overnight to fully instate the "Regular" status. Either that, or it just took a couple of extra posts worth of fiber? So, keep on participating and having fun until the control appears. It will, and 25 posts doesn't take long.

You are a "Registered User" now. Once you reach 25 posts you become a "Beartooth Regular" and can place an avatar and signature. There' may be a delay in updating your profile, as I don't know how often the server does it. One member got up to 27 posts before he could post an avatar.
I don't remember if the member saw the control at 25 posts. He may have put up a couple of filler posts to up his count, and didn't give the server time to update his profile.

You also have to be a member for 7 days, in addition to the 25 posts.

you might also check under "Edit Options" in the User CP and scroll down the page a bit, and make sure "Show Avatars" is checked...... if it isn't, check it and then at the bottom of the page clik "Save Changes".....
