I can't recommend a specific place, but I've heard north central PA is loaded with bear. Supposedly there are too many bear and too few hunters - a winning combination if you are one of the hunters there!

You can look all you want, but you won't find any Brown Bear in NY or PA. You may find Black Bear in the Allegheny National Forest, or a little further east in the Potter and surrounding counties. They can also be found in the Souther Tier of NY icluding Cattaraugus County, Allegany County, and Steuben County among others.
No brown bears in NY state. Lots of black bears, though.
The western counties along the PA border have quite a few bears, and the area is now open to bear hunting. Check the NYS DEC website for areas and season information.

i'm from steuben and we have lots of bear here. the population keeps growing. you can try cameron state forest, not too far from you. there are good bear in there but you'll wanna get in during the bow season cuz it gets pretty packed during gun

Best counties in PA as far as numbers of bears taken (over 100/season) are generally (and in order):
Clinton
Lycoming
Potter
Clearfield
Pike
McKean
Tioga
Centre
Wayne
Elk
Monroe
Any county in PA that produces bears is capable of turning out a 700-800 lb. animal or the next world record skull.
