The 92 is the strongest action, then the 94 Marlin and Winchester, weakest is the 66/73 toggle style.
If you are only going to shoot factory level loads, the 66 and 73 are very cool, for historical reasons.
If you want to hand load to higher levels, the 94 actions will be good for any load you will ever need. The Winchester is a little heavier and slower, but much less expensive, and about 1/2 the price if you shop around. However the Marlin Cowboy, is very cool with the octagon barrel.
Navy arms and Rossi guns are made by the same people. The navy arms guns are better finished though. I got this info direct from the folks at Navy Arms. The finish info, I got first hand.

The 92 short rifle is worth a look also.
I have a Winchester 94 and love it. Lots of bang for the buck! Not as quick and slick as my Marlin though.
If I only planned on factory loads, I would buy a 66 short rifle.
